Heat problems evo3...

Even if I set the ecc on 32 degrees there's no heat coming....What's wrong?
Can it be the heat-package?!

make sure the actuator rod is moving the slide across under the dash,or the temp switch/thermometer is working(its near the footwell in the box behind the sterio)
