Help With License Plate Garnish

Hi everyone,

I'm new here so sorry if this is not the correct place to post... but does anyone know how to install the front license plate garnish?

I bought a used 06 Evo Ix without the front plates. I live in CA, which requires front plates so I don't want to risk it. I just purchased the Garnish which goes on the front left side; and what was given was the garnish, and 3 bolts (no nuts or washers).

I noticed the Evo has 3 holes (covered with black tabs) where the garnish goes. Now the question is: Am I supposed to drill the bolts onto the tabs? or am I supposed to remove the tabs and used bolts, washers, and nuts (no washers/ nuts included) to mount it?

The problem with using washers/ nuts/ bolts is that I can't reach the bolts behind the bumper because the bumper frame is blocking it. Am I supposed to remove the bumper?

Any help would be appreciated. Thanks in advance.
