I don't know if this will be a permanent fix for you cliff, but we spray ours with wheel cleaner when we wash the car and pressure wash it off.

When we take our bumper off (after JAE) our intercooler is going to get re finned then it should look like new.

But some mild cleaning agent should bring it up quite nice. i.e oven cleaner (fairy power spray is awesome also good for alloys)

Cliff, if you do that, wash it from the back not the front. Otherwise you push the dead flies and stones etc further into the fins

I used mequiars alloy wheel cleaner I sprayed it and rinsed about 4 times, cleaned it very well, don't worry if it leaves the metal a funny colour this dissapears after a few days :-)

You will but if you're taking the bumper off anyway it'll take you another 5 minutes to remove the inercooler. No jetwash, either take it to the local petrol station or do what i do, hosepipe with a nozzle :muhaha:

And as for the solid side bits get some metal cleaner and this brings them up nice and shiny
As for the mesh, to be perfectly honest you are better off spraying it. Take it off the bumper give it a good clean and spray it what ever colour you want! :-) Then spray some lacqure over it to protect. Should last you another year or so. I take my bumper off once a year to give it all a freshen up. makes a big difference and loks much better.
The water spray pipe is connected to the bumper so when you pull the bumper off you will need to disconnect the hose. There should be a join along the bumper (oil cooler side i think) where you can split the hose easily.
