Are there a lot of EVOs in the US? I heard that cars in US were watered down compared to other countries. Does that mean a european Evo will feed an American Evo it's dust?

I think that some cars are watered down simply because of the amount of people driving. But I do not think they are so much that you could honestly say or do what you suggest. I have seen some screaming cars and once you start a mod job then it changes the entire playing field.
