Too many times it's just kinda hard to accurately judge the depth of the water puddle. It can be very deceptive and then by the time you know it, it's too late. Plougghing through also depends a lot on how wide the puddle is - I am more likely to run the risk if it's not too wide, then I just try to keep a high, steady rev all the way through.
It's always best to err on the side of caution.
